I didn't smoke outside, but I don't recall seeing anything that would have stopped anyone...the park with the golden ducks would have suited a cigar very nicely!

There was definitely merchandise available for purchase. Several of the booths were just handing it out. I walked away with some nice torches and hats for free. The Fuente booth had some cool stuff...

I'll second en fuego. Of course Casa fuente is a must. I also enjoy smoking cigars on the patio at Rhumbar.
Vato Cigars in Binions also offers an all you can smoke cigar buffet.
