that is a certified container, you can bring a torch with that.

I take my cutter through every time I go through security. Also you can take a bic style lighter through just not a torch lighter.

The certified container can only be used for checked baggage. Unless this has very recently changed.

I wouldn't risk the cutter. I've had mine confiscated from my carry on. If you really want to bring it, put it in your checked luggage.
