Do local police do cuban cigar stings? lol. Yes, you are being a bit paranoid. I know a few police officers who enjoy a good cuban cigar and have never heard of anything like that.

And it's hard to say about the cigars but I didn't see anything that looked off.

If I needed a Humi of that style I would buy it for sure and simply place -0- value on the cigars since they may or may not be fake and may or may not have been kept at correct humidity, etc.... then if they are real and good you can celebrate.
