In your carry-on you are good with cigars, a soft flame lighter (only 1) like a Bic but not a jet flame, you can also take a cutter - I tend to fly with a cheaper one but I have only had them taken overseas not in the US.

In checked luggage, knives, cutter etc are not an issue. Cigars are not necessarily recommend, you can take a jet flame lighter - but it has to be empty in and explosion proof case.
