Based on everyone’s experiences, it really depends on the TSA agent whether they’ll confiscate a lighter/cutter.

That is the key.

For me, I usually just have a Bic in my carryon, cigars are in either depending on which traveldor I bring, and a cheaper cutter goes in my checked bag.
