Another illusion?

36 years federal service as of tomorrow, with a very good record, including 3 years Army with an honorable discharge and lately I hear there's talk of them potentially f'ing with our retirement.

Of course I also suspect that, as in the old Soviet Union, this can also mean "NO PROMOTIONS--HE STAYS WHERE HE IS!!"
