I would recommend a cut off date for those that didn't pay yet. We are over 3 weeks from when payment was requested. Give a couple more days then cut it off.

I am in total agreement. The only problem is everybody who has paid would need to get adjusted totals to compensate for falling short of the 100 glass mark.
